I. Function
1.) Formulate measures for the approval of the Sanggunian and provide technical assistance and support to the Mayor, as the case may be, in carrying out measures to ensure the delivery of basic services and provision of adequate facilities relative to social welfare and development services as provided for under Section 17 Local Code 1991. Develop plans and strategies and upon approval thereof by the Mayor, as the case maybe, implement the same particularly those which have to do with social welfare programs and projects which the Mayor is empowered to implement and which the Sanggunian is empowered to provide for.
II. Objectives
1.) To improve child survival, development, protection and participation.
2.) To empower the youth sector and to encourage them to become active participant of their own development.
3.) To provide opportunities for growth and development of Persons with Disabilities (PWD).
4.) To establish strong support system for Overseas Filipino Workers (OFW).
5.) To minimize the incidence of violence against women and provide immediate and appropriate assistance to victims/ survivors.
6.) To provide opportunities where older persons can participate in economic and social development activities.
7.) To improve socio-economic condition of disadvantaged families living below the poverty threshold.
8.) To assist Indigenous people to become more productive, self-reliant and responsible citizens.
9.) To assist rebel returnees to uplift their living conditions and integrate themselves into mainstream of society.
10.) To minimize human suffering, loss of lives and properties and be prepared at all times during calamities and emergencies.
