OBJECTIVES

Whilst the primary objective of the Human Resource Management Office (HRMO) is to establish a sound recruitment and selection system within this local government unit, this office also aims for the following:

  1. To develop a safe and positive work culture.
  2. To ensure that the LGU complies with all CSC policies and regulations.
  3. To develop efficient communication methods between departments to ensure effective collaboration.
  4. To create resources and tools that enable workforce empowerment.
  5. To improve performance tracking to ensure high output from everyone in this LGU.
  6. To develop communication methods where people can provide honest feedback about this agency.
  7. To consistently assess training standards and analyze the effectiveness of current training and development programs.

FUNCTIONS

The Human Resource Management Office (HRMO) oversees personnel management in the local government unit. It is tasked to perform the following duties and responsibilities:

  • Monitor and record attendances and leave applications of employees.
  • Maintain 201 files of all employees.
  • Record travel orders of officials and employees.
  • Compute leave credits, monetization, loyalty pay and terminal leave benefits.
  • Prepare, update and certify service records of separated and current employees.
  • Prepare appointments and other forms for submission at the Civil Service Commission (CSC).
  • Prepare memorandum orders and office correspondences.
  • Prepare activity designs.
  • Update employee status and service record at GSIS WebMSP portal and IGHRS.
  • Orient new employees, On-the-Job Trainees and Immersion students.
  • Conduct employee assemblies.
  • Maintain active file of pool of applicants for future reference.
  • Conduct and facilitate meetings with employees as needed.
  • Participate in management committee meetings and other meetings in the LGU.
  • Facilitate programs and reporting during flag raising ceremonies.
  • Assist in the logistics for the different events in the LGU.
  • Implement the CSC Rules and Regulations and Directives on Personnel Matters in the agency.

ACTIVITIES AND EVENTS FOR THE YEAR 2022



The HRMO, partnered with the Civil Service Commission, Cagayan-Batanes Field Office conducted the 2022 Agency-based Civil Service Examination-Pen and Paper Test for both Professional and Sub-Professional Categories held at Santa Ana Fishery National High School last March 13,2022. This activity was solely for all qualified government employees within the municipality of Santa Ana.
